			<title><![CDATA[The 1st HERA Doctoral Student Conference Report]]></title>

			<description><![CDATA[Seoul National University Hosted the 1st Doctoral Student Conference
Enhancing Competence of Doctoral Students

The first doctoral student conference of the Higher Education Research Association (HERA) for the year 2025 was held from January 15th to 16th at Seoul National University’s Hoam Faculty House. The conference, organized by the Center of Higher Education and Knowledge Studies (CHEKs) at Seoul National University, had the theme “Enhancing Competence of Doctoral Students: Networking under HERA initiatives” and was conducted in in-person only. A total of 61 presenters attended the conference, including participants from South Korea, Japan, Taiwan, China, the United Kingdom, the United States, and Finland.

This conference provided a valuable opportunity to exchange ideas and collaborate with distinguished scholars and students from around the world. The insightful presentations and active discussions greatly enriched the quality of the conference, allowing for the sharing of diverse perspectives and new knowledge. Furthermore, the conference offered participants meaningful insights and networking opportunities that will be beneficial for their future research and collaborations.

			<title><![CDATA[A Systematic Review of the Impact of Performance-Based Funding in the US (2023)]]></title>

<strong>Abstract</strong>
This study synthesized the effect of performance-based funding (hereafter, PBF) through multi-stages of a systematic literature review based on 36 articles. In addition, this study analyzes how policy design relates to the effectiveness of PBF in individual states. Similar to other meta-analyses, this study found that PBF policy is not effective in improving completion and equity of higher education institutions in the US. Further, this study assumed that there might be some positive effects of PBF on institutional performance in the states that maintained it for more than seven consecutive years. Specifically, this study assumed that some policy details such as institutional types, funding method (baseline or bonus), share of funding linked to institutional performance, and funding metrics were related to policy effects. However, this systematic review found that a majority of evaluative studies arrived at inconclusive results across different types of policy designs. One notable finding is that 2-year institutions show more positive results than 4-year institutions. In addition, this study found that statistically significant effects are both positive and negative. Based on the findings of the selected evaluative studies, this review concluded that PBF policy is not very successful in improving institutional performance across different types of policy designs in each state.]]></description>

			<title><![CDATA[Does institutional performance matter under competition-based funding for higher education in East Asia? (2022)]]></title>

<strong>Abstract</strong>
Neoliberalism was widely adopted both in South Korea and Taiwan in the mid-1990s. With governmental reforms, both countries adopted variants of competition-based funding mechanisms for higher education. This funding mechanism has been widely applied in most funding allocations for higher education in Korea from 2003 to 2017 and in Taiwan from 2004 to 2015. This study investigates whether competition-based funding is based on institutional performance rather than on traditional funding approaches such as budget history-based and student enrollment-based approaches. This study collected institutional funding data from 142 four-year universities in Korea and 100 four-year universities in Taiwan. This study found that funding is mostly contingent on the number of students, especially undergraduate students in Korea, and on prior budget history in Taiwan. This implies that although competition-based funding is widely applied in Korea and Taiwan, traditional factors such as student enrollment and budget history still influence funding decisions. However, this study also found that institutional performance is established in both countries’ government funding mechanisms. Institutional performance accounted for 27.6% in Korea in 2017, and for 16.7% in Taiwan in 2015. This study further discusses side effects brought by the funding scheme of both countries.]]></description>

			<title><![CDATA[Different measures of international faculty and their impacts on global rankings (2022)]]></title>

<strong>Abstract</strong>
This study analyzed how the ranking status has changed at various higher education system levels by applying different definitions of international faculty. Among the four measures (birthplace, current citizenship, and the country of bachelor and doctoral education), this study found that international faculty measured by the country of doctoral studies produced significantly different international outlook scores and thus ranking status from that based on birthplace or citizenship. Specifically, major English-speaking systems such as the UK, Canada, and Australia hire a large number of faculty who are foreign citizens while non-English speaking systems (Italy, Portugal, China, Korea, and Brazil) hire more local academics who have earned their doctoral degree abroad. This suggests that these non-English speaking countries are systematically under-rated in their international outlook scores by the adoption of the birthplace-based or citizenship-based international faculty measures. As an alternative, this study proposes to update the international faculty measure using a combination of citizenship of employment and doctoral training to minimize this systemic bias.]]></description>
